There is no government body that licenses study abroad consultants in Oman. Verification relies on the legitimacy of the university and the agent's legal status.

4 to 7 months. The timeline is significantly affected by the lengthy and mandatory document attestation process required before the university can even begin the visa sponsorship application.
Student Residence Permit (RP), sponsored by the university. The student first receives an Entry Visa to travel. The RP is stamped in the passport after arrival and is linked to the mandatory Qatar ID (QID).
A student consults with an agent, who assesses their academic qualifications for admission to MoHERI-accredited private higher education institutions in Oman.
The consultant helps the student choose a suitable program, ensuring the institution is officially recognized and has the authority to sponsor international students.
This is the most critical and time-consuming prerequisite. The consultant must guide the student through the complete legalization chain for their academic certificates.
Typical Attestation Chain:
1. Authentication by the Ministry of Education in the student's home country.
2. Authentication by the Ministry of Foreign Affairs (MoFA) in the student's home country.
3. Authentication by the Embassy of the Sultanate of Oman in the student's home country.
4. A final verification stamp from the Ministry of Foreign Affairs in Oman upon arrival.
The consultant submits the application along with scanned copies of all attested documents to the university's admissions office.
If the application is successful, the university issues an official Offer Letter. The student accepts and pays the required tuition deposit to secure their seat.
The student does not apply for a visa at an embassy. The university's visa or public relations office acts as the official sponsor. They compile a file and apply for a Student Residence Visa on the student's behalf from the Royal Oman Police (ROP), which is the national immigration authority.
Documents Provided to the University: Passport copy (valid for at least 6 months), passport-sized photographs, signed Offer Letter, fee payment receipt, and attested academic documents.
Once the ROP approves the application, an electronic Entry Visa is issued. The university receives this and forwards it to the student. This document is required to travel to Oman.
There is no formal visa interview at an Omani embassy for a student visa. The entire vetting process is document-based and handled by the ROP in Oman. Any "interview" would be part of the university's admission process and academic in nature, not for immigration purposes.
The student travels to Oman using the Entry Visa. At Muscat International Airport (MCT), they present their passport and a printout of the visa to the immigration officer.
Shortly after arrival, the university will facilitate the mandatory in-country procedures:
1. Medical Fitness Test: A medical examination at a government-approved clinic to test for communicable diseases.
2. Biometrics: The student must visit an ROP service center to provide their fingerprints and a digital photograph.
After the student passes the medical test, the university submits all documents to the ROP to finalize the residency process. The ROP then issues the official Omani Resident Card (`Bitaqa Shakhsiya`). This card is the student's legal residence permit and primary form of identification in Oman. It is typically valid for one year and must be renewed annually through the university.
